News Roundup: Vitter's Back, France Wants Noriega

Iraq. Shiite lawmakers loyal to anti-American cleric Muqtada al-Sadr have ended a month-long boycott of Parliament.

Congress. Louisiana Republican Sen. David Vitter is back on the job. Meanwhile, a group of Iraq war veterans plans to join senators as they spend all night debating when troops should leave.

Noriega. France has begun the process of requesting the extradition of former Panamanian dictator Manuel Noriega to face drug trafficking charges. Noriega is due to be released from a Miami prison in September.

Turkey. An independent candidate for parliament was shot dead in Istanbul, ahead of tense national elections later this month.

Arts. Counterfeit copies of the final installment in the "Harry Potter" series, which is to go on sale at midnight Friday, have turned up on the Web.
