The Cheese Stands Alone

The U.S. is now the lone holdout on the Kyoto Protocol, following new Australian Prime Minister Kevin Rudd's decision to ratify it. The Bush administration shows no indication it will cave to international pressure to sign on to mandatory emissions caps.
