Earlybird Roundup: FEC Vacancies, CIA Tape Warning

Washington. Multiple federal agencies, including the Federal Election Commission, are being affected by the 160 nominations still pending in Congress.

Congress. A newly declassified letter shows that Rep. Jane Harman of California, the top Democrat on the House intelligence committee, warned the CIA in 2003 that destroying interrogation tapes would "reflect badly on the agency."

Administration. President Bush said yesterday that he might use his State of the Union speech to introduce a proposal for a new economic stimulus package.

Courts. The Supreme Court will hear a case Monday on the constitutionality of lethal injections.

World. In Turkey, a car bomb killed five people in a predominately Kurdish part of the country yesterday.
